Egypt's Economic Revolution: Over 1,000 Reforms for Private Sector Growth (2026)

Egypt's ambitious reform agenda, unveiled in a recent report by the Cabinet's Information and Decision Support Center (IDSC), has sparked a wave of excitement and optimism among economists and investors alike. The report highlights a comprehensive strategy to accelerate economic growth and solidify the private sector's role as a key driver of development. Since May 2022, Egypt has implemented a staggering 1,008 reform measures, with a particular focus on investment support, business environment improvements, and legal, regulatory, and institutional reforms. These reforms, according to Osama El-Gohary, Assistant to the Prime Minister and Chairperson of IDSC, are designed to address the challenges faced by the private sector, increase its contribution to GDP, create jobs, attract investment, and boost exports.

What makes this initiative truly remarkable is the sheer scope and diversity of the reforms. Investment support and business environment improvements account for a substantial 476 measures, forming the backbone of the program. This includes the launch of the Egypt Industrial Digital Platform, which has facilitated the allocation of 1,128 industrial plots across 26 zones in 16 governorates and 386 vacant industrial units in 12 complexes. The platform's impact is already evident, with a surge in industrial activity in the Suez Canal Economic Zone, where the number of operating factories has risen to 204, and 173 factories are under construction, attracting investments exceeding $6.5 billion.

Legal, regulatory, and institutional reforms, comprising 227 measures, play a crucial role in creating a more conducive business environment. The government's efforts to streamline processes and enhance transparency are particularly noteworthy. The introduction of 'golden licenses' and the pilot operations of a unified electronic investment licensing platform have significantly reduced the time and complexity associated with starting a business, fostering a more attractive investment climate.

One of the most compelling aspects of Egypt's reform agenda is its focus on monetary policy and exchange-rate flexibility. The Central Bank of Egypt's commitment to supporting price stability, economic growth, and a flexible exchange-rate policy is evident in the Egyptian pound's 6.1% appreciation against the US dollar in 2025, coupled with a decline in headline and core inflation to 14.1% and 12.1%, respectively, from 28.3% and 27.2% in 2024. This demonstrates the government's ability to navigate economic challenges effectively and maintain a stable and attractive financial environment.

The report also highlights the significant growth in the non-oil manufacturing sector, which recorded a 14.7% increase in fiscal year 2024/25, and the surge in non-oil merchandise exports, which reached $48.679 billion in 2025, a 17.3% year-on-year increase. These figures underscore the success of the reforms in stimulating economic activity and enhancing Egypt's position as a regional manufacturing and export hub.

In my opinion, Egypt's reform agenda is a testament to its commitment to economic modernization and private sector development. The government's proactive approach to addressing sectoral challenges and creating a more conducive business environment is commendable. However, it is essential to continue monitoring the implementation and impact of these reforms to ensure they translate into tangible economic benefits for the country and its citizens. The road to economic prosperity is a long one, and Egypt's journey is a fascinating case study in strategic reform and its potential to drive sustainable growth.
